This is an open-style mini petticoat with a high waist.
The front part of the lace on the waist is formed into a circle with a small ribbon and held down from the back with a ribbon of a different width to form a ribbon loop.
Two layers of fluffy tulle with circular frills.

It can be worn just below the under position of the bralette.
